Japan-Ukraine Finance Dialogue (August 2, 2023)

The Ministry of Finance of Ukraine and the Ministry of Finance of Japan opened the first Japan-Ukraine Finance Dialogue on August 2, 2023, in Kyiv, Ukraine. The Ukrainian side was led by Dr. Marchenko, Finance Minister, and the Japanese side was led by Mr. Masato Kanda,Vice Minister of Finance for International Affairs. During the dialogue, both sides exchanged views on Ukraine's economic situation and progress of Ukraine’s reforms under the IMF-supported program. Japan also offered explanations on the implementation status of its supports and future direction of supports. Both sides agreed on a wide rage of matters in a comprehensive way, which are summarized in the Joint Press Release(PDF:12KB).

 The summary of Joint Press Release is as follows.
 
  • Ukraine expressed deep gratitude to Japan for the solidarity and support.
  • Both sides exchanged views on Ukraine’s recent economic developments and policy issues. Ukraine reiterated its commitment to ambitious reforms and strong policy implementation with the aim of ensuring medium-term debt sustainability and external viability.
  • Japan also expressed its willingness to enhance technical cooperation to assist Ukraine’s policy priority on revenue mobilization. On top of Japan’s support for the first phase of the World Bank’s housing sector project through grants and credit enhancement, Japan also stated its intention to assist project preparation of the second phase of the project.
  • Following the discussion at the Dialogue, the Japanese side reaffirmed the G7 Leaders’ determination towards ensuring that Russia pays for the long-term reconstruction of Ukraine.
 
 In the margins of the dialogue, Mr. Masato Kanda also had bi-lateral meetings with Ms. Svyrydenko, First deputy prime Minister of Ukraine and Dr. Marchenko, Finance Minister of Ukraine.
