Decision to impose a Provisional Anti-Dumping Duty on Nickel-added cold-rolled stainless steel coil, sheet, and strip originating in or exported from the People’s Republic of China and the Separate CustomsTerritory of Taiwan, Penghu, Kinmen and Matsu
Today, the Cabinet has enacted a Cabinet Order relating to a provisional anti-dumping duty on nickel-added cold-rolled stainless-steel coil, sheet and strip* originating in or exported from the People’s Republic of China (China)** and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Taiwan).
The objective of enacting this Cabinet Order is to impose a provisional anti-dumping duty on nickel-added cold-rolled stainless-steel coil, sheet and strip originating in China and Taiwan, since the facts of the importation of dumped products and the material injury, etc., to the domestic industry caused by such importation have been presumed in the investigation conducted upon receipt of an application requesting the imposition of an anti-dumping duty, and it is deemed necessary to protect such domestic industry.
The Cabinet Order will be made public on July 8, 2026, and the provisional anti-dumping duty shall be imposed on the goods originating in or exported from China and Taiwan during the period of July 9, 2026, to November 8, 2026.
* An alloy steel containing 10.5% or more of chromium and containing by weight more than 0.6% nickel. The characteristics of this product are that it combines corrosion resistance, the functionality of steel, and a beautiful and clean design by manufacturing methods. It is also used in various fields of demand.
** Excluding the regions of Hong Kong and Macao.
Background
● The Ministry of Finance (MOF) and the Ministry of Economy, Trade and Industry (METI) have been conducting an investigation since July 22, 2025, to determine whether or not to impose an anti-dumping duty on nickel-added cold-rolled stainless-steel coil, sheet and strip originating in China and Taiwan.
● As a result of the investigation, MOF and METI made a preliminary determination in the anti-dumping investigation of the product presuming the fact of the importation of dumped
products and the fact of the material injury to the domestic industry caused by such importation. (Notice of the Ministry of Finance (No. 177, June 19, 2026).)
● On June 23, 2026, considering the facts found in the investigation, the Council on Customs, Tariff, Foreign Exchange and Other Transactions reported that it was appropriate to impose a provisional anti-dumping duty on nickel-added cold-rolled stainless-steel coil, sheet and strip originating in or exported from China and Taiwan. (The rate of the provisional anti-dumping duty ranges from 3.6% to 42.1%.)
