Decision to Extend the Taxable Period of Anti-Dumping Duties on
Electrolytic Manganese Dioxide
Originating in the People’s Republic of China

Today, a Cabinet Order was adopted to extend the taxable period of anti-dumping duties on Electrolytic Manganese Dioxide originating in the People’s Republic of China*.

The Cabinet Order will be made public on February 26, 2024, and the taxable period will be extended until February 25, 2029.

*: Excluding the regions of Hong Kong, China, and Macao, China.


Background
  • The Government of Japan has been imposing anti-dumping duties on Electrolytic Manganese Dioxide originating in the People’s Republic of China (The rates of the anti-dumping duties: 34.3% - 46.5%) in accordance with provisions of the Customs Tariff Law and relevant orders. The taxable period is from September 1, 2008, to February 29, 2024.
  • The investigating authority which consists of the Ministry of Finance and the Ministry of Economy, Trade and Industry initiated a review in March 2023, upon a request made in January by the domestic producers, namely Tosoh Hyuga Corporation and Tosoh Corporation to extend the current taxable period of the anti-dumping duties on Electrolytic Manganese Dioxide originating in the People’s Republic of China.
  • The review results show that the expiry of the duty would be likely to lead to recurrence of dumping and injury caused by dumped imports to the domestic industry.
  • On January 29, 2024, Council on Customs, Tariff, Foreign Exchange and Other Transactions (the Trade Remedy Subcommittee of the Customs and Tariff Committee), reported to the Minister of Finance that it was appropriate to extend the taxable period of anti-dumping duties on Electrolytic Manganese Dioxide originating in the People’s Republic of China for five years, based on the results of the review carried out by the Government.
