Decision to Impose a Definitive Anti-Dumping Duty
on Dipotassium Carbonate Originating in the Republic of Korea

 Today, the Cabinet has enacted a Cabinet Order relating to a definitive anti-dumping duty on dipotassium carbonate originating in the Republic of Korea.
 The objective of enacting this Cabinet Order is to impose a definitive anti-dumping duty on dipotassium carbonate originating in the Republic of Korea, since there are the fact of the importation of the dumped product and the fact of the material injury, etc., to the domestic industry caused by such importation in the investigation carried out upon receipt of an application requesting the imposition of an anti-dumping duty, and it is found to be necessary to protect such domestic industry.
 The Cabinet Order will be made public on June 23, 2021, and the definitive anti-dumping duty shall be imposed on the goods originating in the Republic of Korea during the period of June 24, 2021, to June 23, 2025.

Background

  •  The Ministry of Finance (MOF) and the Ministry of Economy, Trade and Industry (METI) started an investigation on June 29, 2020, to determine whether or not to impose an anti-dumping duty on dipotassium carbonate originating in the Republic of Korea.
  •  Based on the facts found in the investigation, a provisional anti-dumping duty of 30.8% has been imposed on dipotassium carbonate originating in the Republic of Korea since March 25, 2021 (Cabinet Order (No. 65, March 2021)).
  •  On June 8, 2021, considering the results of subsequent investigation, etc., the Council on Customs, Tariff, Foreign Exchange and Other Transactions reported that it was appropriate to impose a definitive anti-dumping duty on dipotassium carbonate originating in the Republic of Korea for five years. (The rate of the definitive anti-dumping duty is the same as the provisional one, 30.8%.)
