Decision to Impose Definitive Anti-Dumping Duties on Graphite Electrodes Originating in the People’s Republic of China
Today, the Cabinet has enacted a Cabinet Order relating to definitive anti-dumping duties on graphite electrodes*1 originating in the People’s Republic of China*2 (hereinafter referred to as “China”).
The objective of enacting this Cabinet Order is to impose definitive anti-dumping duties on graphite electrodes originating in China, since there are the facts of the importation of dumped products and the material injury, etc., to the domestic industry caused by such importation in the investigation carried out upon receipt of an application requesting the imposition of anti-dumping duties, and it is found to be necessary to protect such domestic industry.
The Cabinet Order will be made public on July 2, 2025, and the definitive anti-dumping duty shall be imposed on the goods originating in China during the period of July 3, 2025, to July 2, 2030.
*1 Graphite electrodes, in the form of poles, most commonly used in electric arc furnaces to melt steel scrap with an electric current.
*2 Excluding the regions of Hong Kong and Macao.
Background
● The Ministry of Finance (MOF) and the Ministry of Economy, Trade and Industry (METI) have been conducting an investigation since April 24, 2024, to determine whether or not to impose anti-dumping duties on graphite electrodes originating in China.
● As a result of the investigation, provisional anti-dumping duties of 95.2% have been imposed on graphite electrodes originating in China since March 29, 2025 (Cabinet Order (No. 95, March 2025)).
● On June 20, 2025, considering the results of subsequent investigation etc., the Council on Customs, Tariff, Foreign Exchange and Other Transactions reported that it was appropriate to impose definitive anti-dumping duties on graphite electrodes originating in China. (The rate of the definitive anti-dumping duty is the same as the provisional ones, 95.2%.)
