Retaliatory duties are additional customs duties imposed on designated products in an amount not exceeding their customs value in cases where:
(1) such customs duties are found to be necessary to protect Japan’s interests under the WTO Agreement or to achieve the objectives of the Agreement; or
(2) a country applies discriminatory and disadvantageous treatment to vessels, aircraft, export goods, or goods in transit of Japan.
It is provided for in Article 6 of the Customs Tariff Act. In principle, they are imposed with the authorization of the WTO.
