Initiation of the Investigation of the Anti-Dumping Duty on Pigments and preparations based on rutile titanium dioxide originating in the People’s Republic of China

  1. On August 7, 2026, the Minister of Finance received an application to impose the anti-dumping duty on pigments and preparations based on rutile titanium dioxide* originating in the People’s Republic of China (China)**, from Japan Titanium Dioxide Industry Association. After examining the application in accordance with the WTO Agreements and relevant domestic laws and regulations, Ministry of Finance (MOF) and the Ministry of Economy, Trade and Industry (METI) determined that there was sufficient evidence to justify the initiation of an investigation. Therefore, the ministries have decided to initiate a joint investigation (Public Notice on October 16, 2026).

  2. In principle, the investigation shall be concluded within one year. The ministries will provide with opportunities to submit evidence and information, while collecting objective evidence through fact-finding investigations of companies in the People’s Republic of China and domestic producers.
Based on the results of the investigation, the Government of Japan will determine whether the products subject to the investigation have been imported into Japan at dumped prices and whether such dumped imports have caused material injury to the domestic industry, in accordance with the WTO Agreements and relevant domestic laws and regulations, and decide whether or not to impose the anti-dumping duty on the products subject to the investigation.
