Initiation of the Anti-Dumping Duties Investigation of Cold-rolled steel coil, sheet and strip
Originating in the Republic of Korea, the People’s Republic of China, and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu

On February 27, 2026, the Minister of Finance (MOF) received an application to impose the anti-dumping duties on cold-rolled steel coil, sheet and strip* originating in the Republic of Korea (Korea), the People’s Republic of China (China)** and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Taiwan), from NIPPON STEEL CORPORATION, JFE Steel Corporation and Kobe Steel, Ltd. MOF and the Ministry of Economy, Trade and Industry (METI) examined the application in accordance with the WTO Agreements and related domestic laws and regulations. The results showed that the application had sufficient evidence to justify the initiation of an investigation. Therefore, the ministries have decided to initiate a joint investigation (Public Notice on June 1, 2026).
*Note:Steel coil, sheet and strip produced by cold rolling at room temperature, characterized by a smooth, glossy surface that is free of mill scale and used in a wide range of applications including automotive parts, home appliances, steel furniture, containers, battery cases, steel pipes.
**Note:Excluding the regions of Hong Kong and Macao.

The investigation is to be concluded within one year, in principle. The ministries will explore objective evidence collected from interested parties including suppliers in Korea, China and Taiwan and domestic producers by providing opportunities for them to present evidence and information.
Based on the results of the investigation, the Government of Japan will determine whether or not products have been imported into Japan at dumped prices and if such dumped imports have caused material injury to the domestic industry, in accordance with the provisions of the international rules under the WTO Agreements and related domestic laws and regulations, and make a decision on whether or not to impose the anti-dumping duties on products subject to the investigation.Reference
