Phase 2/The First Seminar for SME Bank of Cambodia on SME Finance
(In Cooperation with JFC-Micro) 

Since June 2023, the Policy Research Institute (PRI) of the Ministry of Finance of Japan, in cooperation with the Japan Finance Corporation, Micro Business and Individual Unit (JFC-Micro), has implemented a technical cooperation project on SME finance with the SME Bank of Cambodia, an institution under the Ministry of Economy and Finance of Cambodia. The project aims to support SME Bank’s human resource development and improve its credit operations through the sharing of JFC-Micro’s expertise and know-how.


Under this project, a total of five seminars were conducted during Phase I (June 2023–June 2025), including four seminars in Phnom Penh and one in Tokyo. Building on the achievements and lessons learned from Phase I, a new Memorandum of Cooperation (MOC) for Phase II was concluded in April 2026.


As part of Phase II, the first seminar was held in Phnom Penh from May 19 to 20, 2026, with Ms. Kimura, President of PRI, in attendance and JFC-Micro serving as instructor. Forty-one participants from SME Bank attended lectures, case studies, and group discussions on topics such as cash flow analysis and capital investment analysis, through which they strengthened their practical credit analysis skills. In addition, lectures and consultations on JFC-Micro’s credit scoring model were conducted to share its basic concepts and approaches.


Participants actively engaged in the lectures, case studies, and discussions. During the group discussions, they exchanged views based on loan cases, summarized their findings within each group, and delivered presentations, making the seminar highly productive and meaningful.
