PRI Open Campus ～財務総研の研究・交流活動紹介～ 8ファイナンス 2022 Jun. 81（概要）・財務総研が日本政策金融公庫（当時の国民生活金融公庫）と連携して行った当行に対する技術協力によって、当行は小規模企業に対する信用分析やスタッフの育成方法などの知見を頂きました。・この技術協力は2011年以降も当行の成長に貢献しており、当行の顧客は2021年で約640万先となります。信用分析の資料は、職員の知見の改善、特に小規模企業や新規開業した企業の分析になじみのない職員の知見向上に寄与しました。その結果、与信の質は大きく改善され、設立時に13.75％であったデフォルト率は1％未満にまで減少しました。From 2003 to 2011, PRI and JFC-Micro pro-vided seminars to transfer the know-how on developing training materials and training the trainers regarding credit analysis methods of small businesses for enhancement of VBSP training staff ability, etc.・・・Since 2011, the technical cooperation of the PRI and JFC-micro has contributed to keeping the growth rate of policy credit resources reaching an average of 10%/year.・・・Total outstanding loans of credit programs increased by 2.5 times, from VND 89,462 bil-lion in 2010 to VND 256,964 billion estimated at 31/12/2021, with nearly 6.4 million active customers, of which loans for ethnic minorities and mountainous households are over VND 56,000 billion（accounting for 25% of total outstanding loans）. Policy credit quality has been constantly improved, the overdue debt ratio of the whole system is always much lower than the target of the Development Strategy. By the end of 2021, overdue and frozen debts account for less than 1%/total outstanding loans.・・・The“Credit Analysis Material set”has con-tributed to improving the knowledge and expe-riences of staff, especially new staff regarding credit analysis of small businesses and newly established enterprises for loan schemes in general and the job creation loan scheme, the loan for business households in vulnerable ar-eas in particular. Therefore, the credit quality has improved considerably with the default rate decreasing from 13.75% at the establish-ment timepoint to less than 1% over the total loan portfolio in 2022.・・・（３） 【孫雄基 駐日大韓民国大使館 参事官（財政経済官）（客員研究員（2011年））】客員研究員として在席していた2011年当時、東日本大震災を国際交流室の職員たちと一緒に経験しました。その後、日本で「絆」という言葉が一層特別になったことを覚えています。当時、国際交流室の職員たちと同じ時空間で痛みと喜びを共有したことで、より深い絆や繋がりが形成され、それが、私がまた日本に来て働く原動力になったと思います。財務省、国際交流室の方々の温かく細心なご支援は今でも忘れられません。勉強会、セミナー、お昼、飲み会などの交流を通じて、本と資料では得られない、お互いへの見識を持つことができたと思います。最近、コロナ下においてのオンラインコミュニケーションにもメリットはありますが、より深い繋がりができる人的交流が、一日も早く活性化されることを心より願っております。（４） 【Fozia Aftab Dy.
