(3) 購入物品の特質等 入札説明書による。

(6) 入札方法 入札金額は各社において設定す
る契約電力に対する単価（kW単価、同一月に
おいては単一のものとする。）及び使用電力量
に対する単価（kWh単価、同一月においては
単一のものとする。）を根拠（小数点以下を含
むことができる。）とし、当省が提示する契約
電力及び予定使用電力量の対価を入札金額と
すること。
なお、落札決定に当たっては、入札書に記
載された金額に当該金額の５パーセントに相
当する額を加算した金額（当該金額に１円未
満の端数があるときは、その端数金額を切り
捨てるものとする。）をもって落札価格とする
ので、入札者は、消費税に係る課税事業者で
あるか免税事業者であるかを問わず、見積も
った契約金額の105分の100に相当する金額を
入札書に記載すること。
２ 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 平成22・23・24年度財務省競争参加資格
（全省庁統一資格）において、「物品の製
造」又は「物品の販売」であって、「Ａ」又は
「Ｂ」の等級に格付けされ関東・甲信越地域
の競争参加資格を有する者、又は、当該競争
参加資格を有していない者で、入札書の受領
期限までに競争参加資格審査を受け、競争参
加資格者名簿に登載された者であること。
(4）各省各庁から指名停止等を受けていない者
（支出負担行為担当官が特に認める者を含
む。）であること。
(5）経営の状況又は信用度が極度に悪化してい
ないと認められる者であり、適正な契約の
履行が確保される者であること。
(6) 電気事業法第３条第１項の規定に基づき一
般電気事業者として許可を得ている者又は
同法第16条の２第１項の規定に基づき特定
規模電気事業者としての届出を行っている
者であること。
(7) 省ＣＯ２化の要素を考慮する観点から、入
札説明書に記載する基準を満たすこと。
(8) 入札説明書の交付を受けた者であること。

(3) 入札説明書の交付方法 本公告の日から上
記３(1)の交付場所にて交付する。

12月13日10時30分から財務省大臣官房会計課
第二会議室（北１７１会議室）にて行う。
出席を希望する者は、出席予定者を平成22
年12月10日17時30分までに上記３(2）の場所
へ連絡すること。
(5) 入札書の受領期限 平成23年１月28日17時
30分
(6) 開札の日時及び場所 平成23年１月31日に
財務省本庁舎Ｂ－東57Ａ会議室において、
14時00分から開札する。
４ 電子入札システムの利用
本件は、財務省電子入札システムを利用し
た応札及び入開札手続により実施するものと
する。
ただし、紙による入札書の提出も可とする。
詳細については、入札説明書のとおり。
５ その他
(1) 入札及び契約手続において使用する言語及
び通貨 日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、入札説明書で示した必
要な書類を平成23年１月27日17時30分までに
提出しなければならない。入札者は、開札日
までの間において、支出負担行為担当官から
当該書類に関し説明を求められた場合は、そ
れに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。
(7) 手続における交渉の有無 無。

(6) Qualifications for participation in
the tendering procedures : Suppliers
eligible for participating in the pro-
posed tender are those who shall:
① Not come under Article 70 of the
Cabinet Order concerning the Budget,
Auditing and Accounting. Furthermore,
minors, Person under Conservatorship
or Person under Assistance that ob-
tained the consent necessary for con-
cluding a contract may be applicable
under cases of special reasons within
the said clause.
② Not come under Article 71 of the Ca-
binet Order concerning the Budget,
Auditing and Accounting.
③ Have Grade A, or B in Manufacturing
or Selling in terms of the quali-
fication for participating in tenders
by Organizations in the Kanto・
Koushinetsu area related to the Min-
istry of Finance(Single qualification
for every ministry and agency) in the
fiscal years 2010,2011 and 2012.
④ Have not received suspension of des-
ignated contractor status, etc. from
any ministry or agency (including
person specially qualified by offi-
cials incharge of disbursement of the
procuring entity).
⑤ A person whose business situation or
trustworthiness is deemed not to have
significantly deteriorated and whose
proper performance of a contract can
be guaranteed.
⑥ Have permission to be a general
electric enterprise in accordance
with Article 3,Section1 of the Elec-
tricity Utilities Industry Law, or
have Registered as a specified scale
electric enterprise in accordance
with Article 16-2,Section1 of the
same law.
⑦ Fulfill the requirement mentioned
in the tender manual that are stated
from the viewpoint of reducing CO2.
⑧ Be a person who took a grant of a
tender manual.
⑨ Submit a document of a system to
prove their ability to supply the
system concerned and meet our re-
quirements in order to be judged ac-
ceptable by the contracting entity;
and provide explanations on the con-
tents of the above document by re-
quest.
