| 入 札 公 告 次のとおり一般競争入札に付します。 平成22年4月1日 支出負担行為担当官 財務省大臣官房会計課長 浅野 僚也 ◎調達機関番号 015 ◎所在地番号 13 １ 調達内容 (1) 品目分類番号 71,27 (2) 購入等件名及び数量 法人企業統計調査等ネットワークシステムの標本抽出の見直し対応等改修業務 一式 (3) 調達案件の仕様等 入札説明書による。 (4) 履行期間 平成22年5月31日から平成23年3月31日までの間。 (5) 履行場所 入札説明書による。 (6) 入札方法 落札決定に当たっては、入札書に記載された金額に当該金額の5パーセントに相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の105分の100に相当する金額を入札書に記載すること。 ２ 競争参加資格 (1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。 (2) 予算決算及び会計令第71条の規定に該当しない者であること。 (3) 平成22・23・24年度財務省競争参加資格（全省庁統一資格）において、「役務の提供等」で、「Ａ」又は「Ｂ」の等級に格付けされ、関東・甲信越地域の競争参加資格を有する者、又は、当該競争参加資格を有していない者で、入札書の受領期限までに競争参加資格審査を受け、競争参加資格者名簿に登載された者であること。 (4) 経営の状況又は信用度が極度に悪化していないと認められる者であり、適正な契約の履行が確保される者であること。 (5) その他詳細は入札説明書による。 ３ 入札書の提出場所等 (1) 入札書の提出場所、契約条項を示す場所、入札説明書の交付場所 〒100－8940 東京都千代田区霞が関3－1－1 財務省入札説明室（Ｂ東－84号室） (2) 問い合わせ先 〒100－8940 東京都千代田区霞が関3－1－1 財務省大臣官房会計課支出負担係 菅沼 知己 電話03―3581―4111 内線2138 (3) 入札説明書の交付方法 本公告の日から上記3(1)の交付場所にて交付する。 (4) 入札説明会の日時及び場所 平成22年4月15日14時00分 財務省本庁舎財務総合政策研究所会議室（4階 西－462号室） (5) 入札書の受領期限 平成22年5月28日17時30分 (6) 開札の日時及び場所 平成22年5月31日に財務省本庁舎Ｂ東57Ａ会議室において、14時00分から開札する。 ４ 電子入札システムの利用 本件は、財務省電子入札システムを利用した応札及び入開札手続により実施するものとする。ただし、紙による入札書の提出も可とする。詳細については、入札説明書のとおり。 ５ その他 (1) 入札及び契約手続において使用する言語及び通貨 日本語及び日本国通貨に限る。 (2) 入札保証金及び契約保証金 免除。 (3) 入札者に要求される事項 この一般競争に参加を希望する者は、入札説明書で示した総合評価のために必要な書類を平成22年5月24日17時30分までに提出しなければならない。入札者は、入札書の受領期限までの間において、支出負担行為担当官から当該書類に関し説明を求められた場合は、それに応じなければならない。 (4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書及び入札に関する条件に違反した入札書は無効とする。 (5) 契約書作成の要否 要。 (6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内であり、入札説明書で指定する性能等の要求要件のうち必須とされた項目を全て満たしている提案をした入札者の中から、入札説明書で定める総合評価の方法をもって落札者を決定する。 (7) 手続における交渉の有無 無。 (8) その他 詳細は入札説明書による。 ６ Summary (1) Official in charge of disbursement of the procuring entity: Tomoya Asano Director, Accounts Division, Minister’s Secretariat, Ministry of Finance (2) Classification of the products to be procured: 71, 27 (3) Nature and quantity of the products to be required: Repair work of Network System of "Financial Statements Statistics of Corporations" and "Business Outlook Survey" corresponding to reexamination of sampling method, 1set. (4) Fulfillment place: As in the tender documentation (5) Fulfillment period: From May 31, 2010 through March 31, 2011 (6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: ① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③ Have Grade A or B in the services in terms of the qualification for participating in tenders by Organizations in the Kanto・Koushinetsu area related to the Ministry of Finance(Single qualification for every ministry and agency) in the fiscal years 2010, 2011 and 2012. ④ A person whose business situation or trustworthiness is deemed not to have significantly deteriorated and whose proper performance of a contract can be guaranteed. ⑤ Submit a document of a system to prove their ability to supply the system concerned and meet our requirements in order to be judged acceptable by the contracting entity; and provide explanations on the contents of the above document by request.
