次のとおり一般競争入札に付します。

１ 調達内容

国債広告の企画・制作及び実施委託

（３）調達案件の仕様等 入札説明書による。
（４）履行期間 平成22年4月15日から平成23年
3月31日までの間。
（５）履行場所 入札説明書による。
（６）入札方法 入札金額は、仕様書に定める
国債広告の企画・制作及び実施委託一式の
経費を含んだ総価の代金を記載すること。
本件は総合評価落札方式をもって落札決
定とするので、入札の際に企画提案書を提
出し、技術審査を受けなければならない。
落札者の決定に当たっては、入札書に記
載された金額に当該金額の５パーセントに
相当する額を加算した金額（当該金額に１
円未満の端数があるときは、その端数金額
を切り捨てるものとする。）をもって落札
価格とするので、入札者は、消費税の課税
事業者であるか免税事業者であるかを問わ
ず、見積もった契約金額の105分の100に相
当する金額を入札書に記載すること。
２ 競争参加資格
（１）予算決算及び会計令第70条の規定に該当
しない者であること。なお、未成年者、被
保佐人又は被補助人であって、契約締結の
ために必要な同意を得ている者は、同条中、
特別の理由がある場合に該当する。
（２）予算決算及び会計令第71条の規定に該当
しない者であること。
（３）平成19・20・21年度財務省競争参加資格
（全省庁統一資格）において、「役務の提
供等」で、「Ａ」等級に格付けされ関東・
甲信越地域の競争参加資格を有する者、又
は、当該競争参加資格を有していない者で、
入札書の受領期限までに競争参加資格審査
を受け、競争参加資格者名簿に登載された
者であること。
（４）経営の状況又は信用度が極度に悪化して
いないと認められる者であり、適正な契約
の履行が確保される者であること。
（５）その他入札説明書による。
３ 入札書・企画提案書の提出場所等

（２）入札説明書の交付方法 本公告の日から
上記３（１）の交付場所にて交付する。
（３）入札説明会を行う日時及び場所 平成22
年2月19日10時30分中央合同庁舎第４号館
共用108会議室。
出席を希望する者は、平成22年2月18日
15時00分までに入札説明会参加申込書を上
記３（１）の場所へ提出すること。
（４）入札書の受領期限 平成22年3月29日17
時00分
（５）開札の日時及び場所 平成22年4月9日に
財務省本庁舎Ｂ南－２４会議室において、
14時00分から開札する。
４ 電子入札システムの利用
本件は、財務省電子入札システムを利用
した応札及び入開札手続により実施するも
のとする。ただし、紙による入札書の提出
も可とする。詳細については、入札説明書
のとおり。
５ その他
（１）入札及び契約手続において使用する言語
及び通貨 日本語及び日本国通貨に限る。
（２）入札保証金及び契約保証金 免除。
（３）入札の無効 本公告に示した競争参加資
格のない者の提出した入札書及び入札に関
する条件に違反した入札書は、無効とする。
（４）契約書作成の要否 要。
（５）落札者の決定方法 予算決算及び会計令
第79条の規定に基づいて作成された予定価
格の範囲内であり、入札説明書で指定する
項目のうち、必須とされた項目の最低限の
要求・要件を満たしている提案をした入札
者の中から入札説明書に定める総合評価の
方法をもって落札者を決定する。

Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said
clause.
② Not come under Article 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting.
③ Have Grade A in the Services in terms
of the qualification for participating
in tenders by Organizations in the
Kanto・Koushinetsu area related to the
Ministry of Finance(Single qualificati-
on for every Ministry and agency）in
the fiscal years 2007,2008 and 2009.
④ A person whose business situation or
trustworthiness is deemed not to have
significantly deteriorated and whose
proper performance of a contract can be
guaranteed.
⑤ Submit a document of a system to
prove their ability to supply the syst-
emconcerned and meet our requirements
in order to be judged acceptable by the
contracting entity;and provide explana-
tions on the contents of the above doc-
ument by request.
