The ASEAN+3 Finance and Central Bank Deputies’ Meeting (Kanazawa, Japan / December 6-7, 2023)

On December 6 to 7, 2023, the ASEAN+3 Finance and Central Bank Deputies’ Meeting was held in Kanazawa, Ishikawa, Japan. Japan, together with Indonesia, co-chairs the ASEAN+3 Finance Ministers and Central Bank Governors Process in 2023. At this Deputies’ Meeting, Mr. Masato Kanda, Vice Minister of Finance for International Affairs, the Ministry of Finance of Japan and Mr. Hiroto Uehara, Deputy Director-General, International Department, Bank of Japan attended and took the role of co-chairing the meeting.

At the meeting, the Deputies discussed Chiang Mai Initiative Multilateralisation (CMIM), the ASEAN+3 Macroeconomic Research Office (AMRO), Disaster Risk Financing (DRF), and other issues. The outcomes of the discussions are summarized in ”Co-chairs’ Statement(PDF:157KB)”, and released.

The summary of Co-chairs’ Statement is as follows.

  • Agreed on the establish of the Rapid Financing Facility as a new facility of CMIM
  • Developed a roadmap of the discussions on the financing structure for the regional financial safety net
  • Completed the review of the CMIM margin structure
  • Developed the Terms of Reference for the additional senior management position of the AMRO, which enables the appointment of the position by mid-2024
  • Agreed to establish a secretariat of the DRF initiative

In the margin of the ASEAN+3 Finance and Central Bank Deputies’ Meeting, the Trilateral (China, Japan and Korea) Finance Ministers’ and Central Bank Deputies’ Meeting was also held.
